Base MHIT plan covers controlled pre-existing conditions subject to terms, says Dr Dzul


HULU LANGAT: Persons with pre-existing health conditions will be eligible for the affordable base medical and health insurance/takaful (MHIT) plan, but are subject to certain terms, says Health Minister Datuk Seri Dr Dzulkefly Ahmad.

He said the base MHIT plan will only be offered to individuals with pre-existing medical conditions that are stable and controlled, including those with mental health issues.

Dzulkefly explained that the plan will adopt a “no look-back” approach and provide a fair and transparent method of assessing pre-existing conditions while keeping premiums affordable and sustainable.

“The plan aims to make health coverage accessible to all Malaysians without denying those with pre-existing conditions. By providing a consistent underwriting guarantee, we hope to support both individuals and the overall stability of the scheme,” he said at an event here on Sunday (Feb 8).

Dzulkefly said the framework of the base plan is currently being refined and worked on vigorously ahead of its pilot launch late this year.

"With this plan, we want Malaysians to be supported by both public and private healthcare. More details of the plan will be announced in the middle of this year," he said.

The base plan was announced by the Health Ministry last month to expand basic health coverage for Malaysians amid rising medical costs and insurance premiums.

The plan sets out a standardised product with a basic annual coverage of RM100,000 and premiums that aim to be affordable.

The scheme is voluntary, with premiums determined by age and health status.

It is intended to offer a safety net for 99% of essential treatment, and the full rollout of the plan is expected to be early next year.
