PETALING JAYA: It takes only minutes to fill in the form and attach a photo to the authorities, yet, nearly all institutions that work with children in Malaysia do not take the time to carry out background checks on their staff.

Suriana Welfare Society Malaysia executive director Scott J. Wong said 95% of institutions dealing with children, including schools, kindergartens, homes and religious groups, “did not know” the staff who worked for them.
