Gaming rules need careful approach

THE proposed Gaming Sub-Code aims to make online video games safer for children, but its requirements should not place unnecessary burdens on Malaysia’s game development industry, says Asia Pacific University of Technology & Innovation School of Computing head Assoc Prof Dr Tan Chin Ike.

He noted that the proposed measures are well-intentioned, particularly amid concerns over online bullying, sexual grooming and children being manipulated into spending beyond their means on game-based content.

“However, we need to approach the proposed Gaming Sub-code very carefully, as Malaysia has spent a lot of time and effort in building its game development industry,” he said.

The proposed Gaming Sub-Code – a set of industry rules aimed at promoting a safer, more accountable gaming environment through risk-based requirements – is expected to be introduced next year, subject to registration by the Malaysian Communications and Multimedia Commission.

Its proposed measures include default restrictions on high-risk features in children’s accounts, such as voice chats with strangers, direct messages from non-contacts and paid randomised rewards.

According to Tan, who is also the chairperson of the Game Development Council of Malaysia, Malaysia has been involved in game development since the mid-1990s and is now home to more than 12 international studios and over 85 local studios involved in game development, outsourcing and the creation of original intellectual property.

He said many Malaysian studios develop games for international companies and have little control over how the games are eventually published or operated.

“We need to ensure that any new requirements are proportionate and do not inadvertently place unnecessary burdens or restrictions on these developers, particularly our smaller indie studios,” he said.

He also stressed that video games are not inherently harmful and offer opportunities in education and healthcare.

“We should be careful not to create the impression that gaming itself is the problem,” he said.
