MBSP offers half-price pet sterilisation

DOG owners on Penang mainland are encouraged to obtain licences for their pets, at just RM10.

They then stand a chance to get their pets spayed or neutered at half-price, under Seberang Perai City Council’s (MBSP) programme.

MBSP councillor Ooi Yong Wooi said its annual spaying and neutering was for 100 dogs and 100 cats at designated veterinary centres on the mainland, on a first-come, first served basis.

“Register for a dog licence and you will get the opportunity to spay or neuter your pet at half price,” he said after a Dog Licensing Outreach Programme at Berapit wet market in Bukit Mertajam.

The outreach programme organised by MBSP Veterinary Department with Kam­pung Besar Community Manage­ment Council (MPKK) was aimed at making it convenient for owners to obtain licences on the spot, while raising awareness of responsible pet ownership.

Fifteen dog licences were issued during the four-hour session with payments made online.

“This is the first dog licensing programme outreach for the year and we will continue to hold such programmes regularly throughout 2026 to reach more communities,” said Ooi.

He said dogs bearing tags would not be picked up during MBSP enforcement operations.

He added that the city council’s broader animal management approach included its trap, neuter, release and manage (TNRM) programme.

“MBSP has also adopted a no-kill policy.

“Strays are brought to the pound and if no one claims them after three days, they will be made available for adoption.

“Our approach is humane and focused on population control through neutering.

“Responsible ownership is the key to maintaining harmony between residents and animals.

“When owners license and neuter their pets, it reduces complaints, prevents overpopulation and ensures better welfare for the animals. It is a shared responsibility.”

Housewife Lim Guek Yie said she had planned on getting a licence for her dog for a while, and felt fortunate to come across the outreach programme.

Businessman Yew Kum Chai said a neighbour told him about the outreach programme.

“I finally got a licence for my dog after four years.

“I might also take up the half-price neutering offer when the time comes.”

With more outreach programmes planned, Ooi said MBSP hoped to see higher compliance and stronger community support for its animal welfare initiatives.
