THE Klang Royal City Council (MBDK) has issued fines totalling RM3,000 to a factory in Sungai Kapar Indah, Klang, for causing smoke and dust pollution. The facility processes scrap aluminium into ingots.
MBDK Corporate Communications Department director Norfiza Mahfiz said local residents have repeatedly complained about dust and smoke, particularly at night.
“Residents had urged the council to investigate the company for environmental nuisance,” she said.
Following an inspection by MBDK on Tuesday (Sept 2), the factory - which sorts, cleans, and shreds scrap aluminium before melting it in a furnace to create ingots - was found to have violated several by-laws.
Norfiza said MBDK issued three compounds to the factory on Wednesday (Sept 3).
Its Health Department fined the operator under By-Laws 17 (MBDK) 2007 for not maintaining cleanliness, and under By-Laws 32 (MBDK) 2007 for releasing smoke and dust.

The Licensing Department fined the operator under By-Laws 3 (MBDK) 2007 for operating without a valid council licence.
The factory operates on two land lots, but only one is licensed.
Each fine carries a maximum penalty of RM1,000.
Norfiza confirmed that no chemicals are used in processing the scrap aluminium.
“The owners, who market the ingots locally and internationally, are upgrading the factory’s walls and chimney to control pollution,” she noted.
The council issued the fines after confirming the negative health and environmental impacts, as part of ongoing efforts to monitor factories that violate environmental regulations.
Norfiza said Selangor’s Environment Department, which accompanied the council’s inspection, issued a notice under the Environmental Quality (Clean Air) Regulations 2014 to address these issues.
She emphasised that factories must comply with pollution-free standards.
“MBDK will not tolerate violations of environmental rules that endanger public health,” Norfiza asserted.
