Maimunah: OSC platform reflects DBKL’s commitment towards reducing carbon emissions by cutting down paper use.
More than 3,000 development order (DO) applications have been received since Kuala Lumpur City Hall’s (DBKL) new One Stop Centre (OSC) 3.0 Plus Online system went live on Jan 1.
Mayor Datuk Seri Maimunah Mohd Sharif said thanks to the online system, DBKL had also cut processing time for DO issuance down to 14 days on average.
Previously, it took an average of 42 days to process physical applications.
Maimunah also said the new OSC platform reflected DBKL’s commitment towards reducing carbon emissions by cutting down paper use.
The platform was introduced on Jan 1, 2019, for small-scale projects.
This year, it began catering to medium and large-scale developments too.
In addition to applying for DO, property developers may also make payments and submit the Certificate of Completion and Compliance through it.
Maimunah was speaking at the system’s launch at DBKL headquarters in Jalan Raja Laut, which was also attended by DBKL City Planning Department senior deputy director Rosli Nordin.
In June, the mayor had announced that City Hall was aiming to issue DO within 42 days, following complaints of long waits by developers.
In his speech, Rosli said 98% of DO applications had been processed as of June 30 by the OSC committee, which met twice a week.
He also said a total of 3,300 DO applications had been received under the new system since January.
“Developers are now required to consult technical agencies prior to submitting their applications.
“This new requirement is among the recommendations made after a workshop in February involving 28 technical agencies.
“It acts as preliminary screening for applicants by ensuring they comply with technical requirements,” Rosli elaborated.
Separately, Maimunah said DBKL welcomed recommendations by the Public Accounts Committee (PAC) on the sale and development of land by the local authority.
She said City Hall was preparing a detailed chronology in response to the concerns highlighted by the PAC.
“I view this as an opportunity to improve the service and strengthen governance at DBKL,” she added.
On Tuesday, PAC chairman Datuk Mas Ermieyati Samsudin said the committee uncovered discrepancies in nine proceedings conducted on the sale and development of land by City Hall.
She highlighted several issues, including cancellation of reserve status of public land and green lungs, possible miscalculation of land premium leading to losses, and land alienation in Taman Desa for commercial development.
