‘COB can play advisory role in maintenance fee collection’


Borhan: The COB can help issue notices to parcel owners who fail to settle maintenance fee arrears.

THE Commissioner of Buildings (COB) can advise a joint management body (JMB) or management corporation (MC) to submit the names of parcel owners who default on paying maintenance fees to Strata Management Tribunal for further action.

Selangor housing and culture committee chairman Datuk Borhan Aman Shah said according to Strata Management Act 2013 (Act 757), the COB could assist in issuing official notices to parcel owners who failed to settle maintenance fee arrears.

“Among the actions the COB can take against JMB/MCs who fail to manage the collection of maintenance fees is to provide advisory and mediation services.

“The COB can hold a field session to provide detailed explanations to JMB/MCs and parcel owners on the importance of paying maintenance fees in ensuring the continuity of apartment management.

“Along with that, the e-COB system, introduced by the state government through Selangor Housing and Property Board (LPHS), also provides automatic reminder notices to parcel owners who fail or are late in paying maintenance fees, thus helping to increase maintenance collection revenue by JMB/MCs,” he said at the Selangor State Assembly sitting at Bangunan Dewan Negeri Selangor in Shah Alam.

Borhan said this in reply to Datuk Johan Abd Aziz (BN-Dusun Tua) who asked about actions the COB could take against a JMB/MC that failed to manage its maintenance fee collection.

Borhan said the state government had also given its views to Housing and Local Government Ministry to take into account issues related to the maintenance of low-cost houses in the process of amending Strata Management Act 2013 (Act 757) to ensure more sustainable and effective strata management in the future.

He also said that Selangor government through LPHS had provided the Ceria Scheme, which provides repair assistance for stratified apartment schemes.

“This scheme provides full financing for low-cost apartments and sharing of repair costs for low- to medium-cost apartments on works such as roof replacement, water tank repair, lift component replacement, infrastructure repairs and maintenance of public facilities.

“However, the maintenance of certain public facilities such as roads and playgrounds is under the responsibility of local authorities.

“The local authorities are responsible in ensuring these facilities are in good condition through periodic maintenance,” he elaborated.
