IN THE past four years, ever since the residents of the old Razak Mansion in Kuala Lumpur moved into their new flats 1Razak Mansion near Jalan Sungai Besi, Salak South, no one has come to clean up the road in front of their apartment.

The road, Jalan Razak Mansion, has piles of accumulated rubbish — plastics, paper, used face masks, dried leaves and other waste — to the point that some areas have become health hazards.
