THE Penang government has urged the National Security Council (NSC) to review the standard operating procedures (SOP) for dine-ins at eateries under Phase Two of the National Recovery Plan.

Chief Minister Chow Kon Yeow said the state government had held discussions and taken into account the concerns of the people.
