ANY developer of public or private projects must resolve the resettlement issue first before works are allowed to commence under the current state planning guidelines, said Penang Chief Minister Chow Kon Yeow.
He said the federal Land and Mines Department has to comply with this requirement before eviction can take place, and at this juncture they must prove to the state government that they have resolved the relocation issue.
