WHILE it is fun to camp on Penang Hill, the trouble with the occasional campers is that they can make a mess.

Several YouTube videos posted by the few who managed to camp there despite the prohibition on camping show that they pitch tents indiscriminately, hogging public facilities like the children’s playground and the viewing deck.
