When you stock up, use plain, non-toxic paper. Be super careful to avoid staples, tape and string.
Also beware of glossy coatings that may be toxic and shredded pieces that could be swallowed.
Another cheap everyday item that provides for lots of fun is a ping pong ball. They don’t squeak or rustle but they have super bouncing properties that cats love.
Ping pong balls are also too big to swallow and for a cat, hard to destroy.
The only drawback is that they will disappear under furniture. So either buy sofas and cupboards that have enough space for your pet to go dig out their own toys, or buy a big pack of ping pong balls and a back scratcher so you can fish them out when they go into hard-to-reach spaces.
