VIENTIANE: Laos strengthened its leadership in global disarmament by chairing the second preparatory meeting for the Third Review Conference of the Convention on Cluster Munitions ahead of the landmark gathering in Vientiane this September.
The meeting, held in Geneva, Switzerland, on July 1, was chaired by Deputy Minister of Foreign Affairs Anouparb Vongnorkeo. Representatives from States Parties, signatory states, observer countries, international organisations and civil society took part.
The meeting reviewed progress made since the Second Review Conference and discussed key documents that will shape the Convention’s work over the next five years. Delegates also exchanged views on measures to strengthen international cooperation and support for countries affected by cluster munitions.
Participants discussed key documents for adoption at the Third Review Conference in Vientiane. These include a report reviewing progress under the Convention from 2021 to 2026, the Vientiane Action Plan 2027-2031, and a political declaration reaffirming the commitment of States Parties to a world free of cluster munitions.
The Vientiane Action Plan will serve as the Convention’s roadmap for the next five years. It aims to strengthen international cooperation, promote solidarity among States Parties, and ensure sustained support for countries dealing with the long-term humanitarian and socio-economic impacts of cluster munitions.
The meeting also reviewed practical measures to support the Convention, including sponsorship programmes that help countries participate in meetings, resource mobilisation, and financial contributions under Article 14 of the Convention.
Delegates also discussed preparations for the Review Conference in Vientiane, including a field visit to Luang Prabang province, where participants will learn about unexploded ordnance clearance operations in Laos.
For Laos, hosting the Third Review Conference carries particular significance. The country is one of the world’s most heavily affected by unexploded cluster munitions, a legacy of past conflict that continues to threaten lives and hinder development in affected communities.
Over the years, Laos has become a leading advocate for international action to address the humanitarian consequences of cluster munitions and support affected countries.
