Where is the legal recourse for victims of transboundary haze?


I FULLY agree with Petrus C. Mojuntin’s “Call for regional accountability on transboundary haze” (The Star, Sept 4; online at bit.ly/4ct4Fpm).

The writer refers to the Customary International Law (“No-Harm Rule”), established under the historic Trail Smelter principle and reaffirmed in Principle 2 of the Rio Declara-tion on Environment and Development, under which states must not cause environmental damage to neighbouring states.
