RM183.11mil in unreturned research grants: A test of integrity, accountability and national competitiveness


THE recent Auditor-General’s findings that RM183.11mil in research grant balances across four ministries have not been returned to the government raise serious concerns about supervision, integrity and accountability in the management of public funds.

Public research grants are not discretionary slush funds. They are entrusted to ministries and agencies with clear objectives, timelines and expected outcomes. When such a substantial amount remains unused or unreturned - some for over a decade – this demands a transparent explanation. What happened to these unused allocations?
