Walkable cities need safer drivers

FOR too long, the hierarchy on our roads has resembled the law of the jungle: the bigger and more powerful you are, the more others are expected to get out of your way.

A modern city should reverse that order, giving priority to vulnerable road users and more responsibility to those who can cause greater harm.
