Opposition seeks details of CSA signed by 13 MPs

KUALA LUMPUR: The Opposition has asked for details of the Confidence and Supply Agreement (CSA) signed by 13 MPs last week, particularly the amount of allocations involved, how the funds will be disbursed and how the agreement will be implemented.

Perikatan Nasional chief whip Datuk Seri Takiyuddin Hassan said the details would provide greater transparency and accountability, particularly as the remaining 62 Opposition MPs had not accepted the CSA offer.

He said a similar approach was adopted under the Memorandum of Understanding (MOU) on Political Transformation and Stability signed between the Federal Government and Pakatan Harapan in September 2021.

"The MOU signed on Sept 13, 2021, clearly stipulated that its contents should be fully disclosed to the public as a commitment to openness," he told a press conference at Parliament on Thursday (Nov 5).

"Clause 6 of the MOU stated that there would be no confidentiality and that the parties agreed to fully disclose the memorandum to the public as a commitment to complete transparency and accountability.

"I still remember that after the MOU was signed, we immediately made it public.

"So, we would like to know whether the CSA signed on Oct 31 has also been made available to the public."

Last week, the government signed a CSA with six Bersatu MPs, independent Muar MP Syed Saddiq Syed Abdul Rahman and six former Bersatu MPs who were expelled from the party in 2024.

Under the agreement, all 13 agreed to support the Madani government until the end of the current parliamentary term, including in key votes involving Budget 2027.

Takiyuddin said the arrangement differed from the draft MOU on Opposition allocations presented by the government on Aug 1, 2024, which did not specify the amount of funding to be provided.

"The draft only stated that constituency development funds (CDF) would be provided in accordance with the relevant rules, procedures and governance requirements, while the amount was referred to in Schedule C.

"However, Schedule C was not provided either, so we did not know how much was being proposed," he said.
