Pulling the plug on cable theft with tougher laws, surveillance

GEORGE TOWN: Rail operators must bolster security by installing more CCTV cameras and deploying additional auxiliary police to curb cable theft, says Anthony Loke.

The Transport Minister said the government is formulating policies for cable thieves to face heavier penalties, including longer jail terms, to protect rail services from theft and vandalism.

“While we tighten statutory penalties, operators must also implement preventive measures on the ground,” Loke said after launching the first fleet of electric Rapid Penang buses at the Pengkalan Weld depot yesterday.

Loke said amendments to existing laws to punish cable thieves are being drafted in consultation with the Home Ministry.

“We are drafting legal amendments in collaboration with the Home Ministry to significantly raise penalties,” Loke said, referencing a cable theft attempt along the MRT Kajang Line on Oct 16.

In that incident, thieves severed about 100m of cable between the Phileo Damansara and Pusat Bandar Damansara stations before fleeing as auxiliary police and Prasarana personnel closed in.

In a separate incident, PLUS Malaysia Bhd and police foiled a cable theft attempt along the New Klang Valley Expressway, arresting one suspect.

Loke said cable theft was a major problem affecting rail operators, including MRT, Keretapi Tanah Melayu Bhd and the East Coast Rail Link, which has yet to begin operations.

“Cable theft is a serious offence and a problem plaguing our rail system.

“Every incident compromises safety and disrupts operations.

“Cable thieves must face heavier penalties to send a clear message that this is not ordinary theft,” said Loke.

“Cable theft affects public safety because it disrupts our rail services, with serious implications for both the rail system and the public,” he added.

Asked whether the proposed amendments would include longer jail terms and whipping, the minister said the details had yet to be finalised.

“Yes, in terms of imprisonment, but the details have not been finalised as discussions on the policy to increase jail terms and fines are still ongoing,” he said.

Cable theft is currently investigated under Section 379 of the Penal Code for theft, which carries up to seven years’ imprisonment.

However, offenders are frequently charged under Sections 447 or 448 for simple trespass.

Those who plead guilty to trespassing are often fined between RM300 and RM1,000 or sentenced to just a few days in jail.
