PETALING JAYA: Enforcement agencies will launch an immediate, full investigation into Lembaga Tabung Haji (TH) based on the findings of the Royal Commission of Inquiry (RCI) report, says Communications Minister Datuk Seri Fahmi Fadzil.
He said the Cabinet had agreed to a comprehensive probe by authorities and to declassify the report for public release.
“Those involved will be brought to justice if there are any violations of the law,” he said in a statement.
Fahmi, who is also the unity government spokesperson, said this after the Cabinet was briefed by TH’s top management and following a review of the findings of the RCI report.
“The report will also be tabled and debated at a special sitting of the Dewan Rakyat in the near future,” he added.
He said the Cabinet noted that the report contained 25 recommendations for improvements, 75% of which had already been implemented by TH’s top management.
Fahmi said the Cabinet also noted that TH had declared a 3.5% profit distribution for the 2025 financial year, reflecting that its management is now in a stronger position.
Speaking later in Seremban, Fahmi said the Prime Minister had asked Minister in the Prime Minister’s Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said to liaise with Dewan Rakyat Speaker Tan Sri Johari Abdul to determine the date for the special sitting.
“The third meeting of this year’s parliamentary session will begin in early October.
“However, the Prime Minister hopes we can hold it within a not-too-distant timeframe since this is a very important matter that needs to be examined and debated by Members of Parliament,” said Fahmi.
Prime Minister Datuk Seri Anwar Ibrahim said on Monday that the Cabinet would decide whether to make the report public after it was formally tabled and reviewed.
He said the government must follow due process before deciding whether to release the findings, with any action taken in accordance with the law.
Anwar previously said he supported making the findings public, but stressed that proper procedures had to be observed.
He added that the report was not released earlier to prevent any potential impact on public confidence in the fund.
The RCI was set up to investigate TH’s management and operations following concerns over its financial position, including an estimated RM11bil gap between its assets and liabilities, as well as alleged breaches of the Tabung Haji Act.
Following the 2018 General Election, government reviews found that TH had RM70.3bil in assets against RM74.4bil in liabilities as at Dec 31, 2017.
The government also raised concerns that profit distributions had continued to be made despite TH’s liabilities exceeding its assets.
As part of efforts to restore the institution’s financial position, underperforming assets were transferred to Urusharta Jamaah Sdn Bhd, a special-purpose vehicle wholly owned by the Minister of Finance Incorporated.
The transfer was carried out under a restructuring exercise approved by the government.
