2025 strong year for growth in food security, agrifood sector

PUTRAJAYA: The Agriculture and Food Security Ministry (KPKM) reported strong progress across Malaysia’s agrifood sector for 2025, underscoring the government’s commitment to strengthening national food security, modernising agriculture and ensuring long-term sustainability.

The ministry’s achievements were outlined through its Five Key Directions and Four Focus Industries, contributing to improved productivity and direct benefits to the rakyat.

One standout initiative was the Jualan Agro Madani (JAM) programme, which continued to provide cost relief.

From July 1 to Nov 2 this year, a total of 2,422 JAM programmes were carried out nationwide, involving over 30,000 entrepreneurs.

The initiative generated RM39.28mil in cumulative sales while delivering RM11.25mil in cost savings for consumers.

With 1.64 million visits recorded, JAM offers products at 10% to 30% below market prices.

The Smart Large-Scale Padi Field (Smart SBB) initiative remained a key driver in raising national rice yields.

As of November, Smart SBB expanded to 92 locations covering 46,580ha and benefitting 18,650 farmers.

The implementation of the fifth padi wave helped increase average yields to between six and seven metric tonnes per ha, enhancing Malaysia’s rice self-sufficiency level.

The ruminant industry was bolstered through Veterinary Services Department (DVS) and Farmers’ Organisation Authority (LPP), implementing the National Beef Industry Development Strategic and Action Plan 2021-2025 to increase the Self-Sufficiency Ratio (SSR) to 50% by 2030.

Strategies included operating 68 satellite farm units and increasing LPP’s feedlot cattle capacity.

Breeding programmes successfully introduced over 45,000 livestock via initiatives like the Program Rezeki Ternak (PRT), Program Peningkatan Ruminan (PPR) and Program Peningkatan Kadar Kelahiran (PIKK).

The ministry focused on developing a new industry strategy for local grain corn for 2026 to 2040.

This roadmap targets the local production of 1.25 million metric tonnes of grain corn by 2040, projected to reduce import dependency by 30% and strengthen food security.

The Malaysian Grain Corn Producers Association (MGCPA) was also established to reinforce the domestic value chain.

In the aquaculture and fisheries sector, output rose to 409,383 metric tonnes in 2025, supported by 20.7 million fingerlings and seeds.

Targeted assistance and smart farming technologies such as Biofloc and HDPE cages are adopted under the PPIA matching grant, which helped 300 farmers improve efficiency and capacity.

The fisheries sector reported an upward trend through the third quarter of the year, recording RM9.18bil in GDP value.

Youth involvement in agriculture grew through the Young Agropreneur Grant (GAM), which supported 3,914 young participants with RM86.16 million in grants.

This programme will continue as the NextGen Agropreneur Programme (PAN) under the 13th Malaysia Plan.

To enhance skills, the ministry’s Agricultural Training Institutes implemented TVET programmes offering the Sijil Kemahiran Malaysia (SKM) in 10 fields and the Direktorat Kesihatan Malaysia (DKM) in seven specialisations.

All TVET institutes successfully obtained the Code of Practice for TVET Programme Accreditation (COPTPA), with upskilling courses covering drone technology and advanced systems like Recirculating Aquaculture System.

The large-scale domestic onion planting programme showed positive development, with 157.17ha planted involving 125 participants. The total yield reaching 54.94 metric tonnes demonstrates the potential to reduce import reliance and strengthen domestic supply.

The pineapple industry grew through the “once planted, thrice harvested” model, developing 1,674ha of new planting areas and enabling the export of 3,789 containers.

More than 1.39 million Saga chickens were produced from January 2021 to November 2025 across nine active breeding farms, demonstrating steady progress in reducing reliance on imported breeds.
