Amendments to Employment Insurance System Act tabled for first reading in Parliament


KUALA LUMPUR: The amendments to the Employment Insurance System Act has been tabled for the first reading in the Dewan Rakyat.

The Employment Insurance System (Amendment) Bill 2025 was tabled by Human Resources Minister Steven Sim in the Dewan Rakyat on Tuesday (Nov 4).

The second and third readings are scheduled for the current meeting of the Dewan Rakyat which ends in December.

In a statement, the ministry said several improvements have been introduced, including increased benefit rates and the introduction of a new benefit, which is the Mobility Assistance Allowance (EBM).

“Under this scheme, contributors who lose their employment will be entitled to protection and training support of up to RM25,000,” it said.

A one-off payment of RM1,000 will be paid under the EBM if one gets a job which is located at a distance of more than 100km from their home, the ministry said.

As for new rates, the Early Re-employment Allowance (Era) will be increased, along with training allowances and fees.

“This amendment reflects the government’s continued commitment to ensuring that the nation’s social protection system remains inclusive, sustainable, and resilient. It also strengthens the role of the ministry in ensuring that every worker in Malaysia is protected and has the opportunity to re-enter the labour market more quickly and effectively,” the ministry said in the statement released after the tabling of the bill.
