Government studying proposal for National Children’s Commission, says Azalina


KUALA LUMPUR: The government is studying a proposal to establish a National Children’s Commission, says Datuk Seri Azalina Othman Said.

The Minister in the Prime Minister's Department (Law and Institutional Reform) said the proposal is timely given growing concerns over children’s safety, welfare and protection.

“The establishment of a National Children’s Commission is a relevant suggestion that deserves serious consideration,” she said on Wednesday (Oct 29).

She was winding up the debate on the Supply Bill 2026 in Parliament.

Azalina said the study will cover the mandate, structure, legal framework and financial implications to avoid overlap with existing bodies.

“For now, children’s rights functions are undertaken by the Children’s Commissioner under Suhakam,” said Azalina.

She said the office advises the government, monitors the CRC and investigates complaints of rights violations.

Azalina added that strengthening the Children’s Commissioner’s role and autonomy under Suhakam is an immediate step.

She said the government will continue studying the best institutional model based on international best practices and Malaysia’s context.

She cited statistics showing 9.13 million children under 18 in 2023, or 27.4% of the population.

“This indicates a dedicated commission is timely and aligns with the vision for a children’s commissioner in every state,” she said.

She added that there are only three commissioners handling children’s matters nationwide, which is insufficient.

“I informed the Cabinet last week that with initiatives like the proposed Anti-Bullying Tribunal Act, the office’s role should expand,” she said.

She said a deeper and more effective focus on these issues is needed.

“The government hopes that once the study is completed, the Cabinet can decide on a dedicated National Children’s Commission,” she added.

She said it could possibly be placed under Suhakam.
