KUALA LUMPUR: The Gig Workers Bill 2025, aimed at protecting the social welfare of gig workers in the industry, has been passed in the Dewan Rakyat following a voice vote.
Human Resources Minister Steven Sim said the Bill’s passing was vital not just for ensuring the welfare of p-hailing and e-hailing riders but also for those in gig-like industries that previously never had job protection.
"For example, the nature of the film industry is also very similar to other gig work and now they too finally have some form of job security," he said during his winding-up speech for the Gig Workers Bill 2025 on Thursday (Aug 28).
Sim also said the Bill’s passing was a historic moment for Malaysia’s growing gig industry to provide security now and for future gig workers.
"This has been years in the making but finally, we have succeeded in creating history - putting an end to the long wait, addressing the injustices faced by gig workers, and ultimately providing them with protection.
"Economic, labour experts, and even gig platforms themselves will finally have certainty and clarity on how to operate, leveling the playing field and opportunities for all stakeholders, big or small," he said in a press conference after the Bill’s passing on Thursday.
Sim also said that the law will empower Malaysia’s digital economy and gig economy by boosting investor confidence, with the country now seen as a nation that respects labour practices and international standards.
He added that his ministry would also begin launching roadshows throughout the country to help educate all affected stakeholders on the Bill’s contents and how it will affect them.
The Bill was passed after debates involving 23 MPs from across the government and Opposition blocs as part of its second reading.
It was previously tabled in the Dewan Rakyat for its first reading on Monday (Aug 25).
