THE Public Administration Efficiency Commitment Bill 2025, which is aimed at enhancing Malaysia’s overall administrative process, has been tabled for first reading in the Dewan Rakyat.
The Bill was tabled for first reading by Minister in the Prime Minister’s Department (Federal Territories) Dr Zaliha Mustafa (pic).
The Bill is part of the government’s efforts to improve Malaysia’s ranking in the Corruption Perception Index (CPI).
The Bill aims to improve the effectiveness of government services by addressing bureaucracy, reducing regulatory burden and to implement a service performance rating system.
Clause 6 of the Bill aims to impose responsibilities on government entities to conduct procedural reviews under their respective regulatory instruments and to reduce the regulatory burden by at least 25% every three years.
Clause 7 aims to provide allocations to establish a ratings method to measure, evaluate and monitor the effectiveness and efficiency of service delivery of government entities.
Clause 10 of the Bill aims to provide for the submission of ratings and service performance reports by government entity heads.
“This Clause also gives the Minister in charge the power to appoint a person with the appropriate qualifications to present findings on the performance of government entities,” the Bill read.
Clause 11 of the Bill allows state government entities to voluntarily submit a performance report to the Chief Secretary of State for rating purposes.
Clause 12 of the Bill provides for the Public Administration Efficiency Report to be presented by the Minister in the Dewan Rakyat.
