Public caning implementation falls under state jurisdiction, says Na'im

KUALA LUMPUR: The implementation of public caning for syariah offenders falls under the jurisdiction of the states, says Datuk Dr Mohd Na'im Mokhtar (pic).

However, the Minister in the Prime Minister's Department (Religious Affairs) stressed that before such punishment was executed, a comprehensive study involving multiple agencies should be carried out, taking into account all relevant aspects, including the definition of "public" and the philosophy of punishment aimed at balancing educational objectives with preserving the dignity of the offender undergoing punishment.
