Complaints against enforcement personnel easier with new online system

PUTRAJAYA: It is now easier for the public to lodge complaints against enforcement agencies and officers with the new online Complaint Resolution and Investigation Handling System (SPAPS), developed by the Enforcement Agency Integrity Commission (EAIC).

SPAPS, which can now be accessed via spaps.eaic.gov.my, improves on the previous predominantly manual system in use.

At the SPAPS launch here on Wednesday (June 7), EAIC chairman Tan Sri Mohd Sidek Hassan said they must ensure the delivery system is more effective, taking into account society is now more tech-savvy.

"However, the EAIC still will continue receiving complaints via other channels such as email, official letters or complainants can still come to the EAIC office," said Sidek, who also launched the EAIC Strategic Plan 2023-2027 at the ceremony.

He said the system can enable EAIC investigating officers to better manage complaints because related documents are more accessible compared to physical files.

According to an EAIC press statement, the commission recorded a total of 302 complaints related to enforcement misconduct until May 31 this year, and a total of 704 complaints in 2022.

A check on the EAIC website (https://www.eaic.gov.my/data-statistik/statistik/siasatan) showed as of April 30, it had opened a total of nine investigation papers against the police and one investigation paper each against the National Registration Department and Road Transport Department.

Over the same period, 82% of investigation papers have yet to be been resolved.

Apart from the police, the EAIC also oversees 20 other departments including the Immigration Department, the Environment Department, the Fisheries Department and the Malaysian Civil Aviation Authority.

Meanwhile, the strategic plan outlines four cores and 17 strategies, among them the empowerment of service delivery, strengthening effective policies and legislation, and strengthening EAIC's capabilities and governance to achieve holistic excellence.

Sidek said this represents a continuation of the EAIC Strategic Plan 2017-2022 with monitoring of the implementation of the strategic plan to be held four times a year through committee meetings.

"This plan takes into consideration the current government policies, high commitment and current challenges faced to ensure the EAIC remains relevant as an integrity monitoring body of regulatory enforcement agencies," he said.

At the ceremony, six individuals received the Excellent Service Award while another 13 received the Certificate of Appreciation for Excellent Service in 2022.

Also announced at the event were the results of a TikTok video creation competition themed 'Integriti Dijulang Negara Bermaruah', which took place from March 13 to April 30. The aim of the competition was to promote public awareness of the EAIC's role and functions, in addition to increasing awareness and understanding of integrity practices.

The competition received 70 entries from public agencies and university students. The three winning videos can be accessed on social media and via the EAIC website. – Bernama
