KLANG: It must have been an uncomfortable moment for Entrepreneur Development and Cooperatives Minister Tan Sri Noh Omar when he was told by a flood victim that it was foreigners, as opposed to government agencies, that had helped her in her hour of need.

In a video making the rounds of social media, the elderly woman from Kuala Langat tells Noh, who was visiting the area, that no government agency had come to her aid when she was trapped in the floods.
