PUTRAJAYA: The government is able to fully function despite not having Cabinet ministers, says a political analyst.
Prof Dr Sivamurugan Pandian (pic) said that the Chief Secretary to the Government and respective secretaries-general are responsible to ensure that the day-to-day running of ministries, agencies and government machinery proceed smoothly.
