TOILET cleanliness, conservation of the environment, budi (virtue) – with its wide context, it is not surprising that many are baffled by the “high culture” prescribed by socio-cultural adviser to the Government Tan Sri Dr Rais Yatim at a Cultural Congress earlier this year.

But that is the strength of the culture that the Government is trying to cultivate with its National Cultural Policy, says Culture and Arts Department (JKKN) director-general Tan Sri Norliza Rofli.
