THE setting up of the Independent Police Complaints and Misconduct Commission (IPCMC) based solely on recommendations of the Royal Commission of Inquiry (RCI) in 2005 would be unconstitutional and run counter to established notions of justice.
Home Minister Datuk Seri Ahmad Zahid Hamidi said the proposed IPCMC was rejected as it went against the Federal Constitution, while denying natural justice.
