CEBU CITY: The Filipinos have an amusing theory as to why last year's Typhoon Durian was more destructive than Typhoon Utor.
While Typhoon Durian, locally known as Typhoon Raming, made worldwide headlines for the deaths of more than 1,000 people, Typhoon Utor (Typhoon Seniang), caused the postponement of the Asean Summit – the annual meeting between leaders of the region and their six dialogue partners, at the resort island of Cebu.
