THE United States has always had a tricky relationship with the International Criminal Court (ICC), which tries people accused of war crimes, genocide and crimes against humanity.

It helped create the court but never joined the tribunal, partly because of fears that such a move would expose Americans, especially those in the military, to politically motivated prosecutions.
