A TOTAL of 53,943 parking compounds issued by Seberang Perai City Council (MBSP) in the first four months of this year remain unpaid.
The local authority issued 103,294 compounds from January to April 2026 under MBSP Road Traffic (Coupon Parking) Order 1995.
However, only 49,351 parking tickets were settled during the same period, reported Buletin Mutiara.
MBSP secretary Mohd Ibrahim Md Noor said monthly statistics showed a fluctuating trend, with the highest number of compounds recorded in January at 31,964, February with 22,079, March with 20,553 and April with 28,698.
He said this in a written reply to MBSP councillor Linda Ng Kerh Wei during the council’s full board meeting held at Menara Bandaraya MBSP in Penang.
On the status of parking management operations in Seberang Perai, Mohd Ibrahim said as of April this year, there were 32,198 gazetted paid parking bays operating under MBSP across three districts.
“Seberang Perai Tengah (SPT) recorded the highest number of paid parking bays with 17,914 lots followed by Seberang Perai Utara (SPU) with 11,064 bays, while the remaining 3,220 bays are located in Seberang Perai Selatan (SPS).”
On enforcement capacity, Mohd Ibrahim said the parking unit under MBSP’s enforcement directorate currently comprised 60 officers and personnel.
He said manpower was at an optimum level for monitoring and enforcement in SPU and SPT.
“MBSP carries out periodic assessments to study the need for additional staffing.
“This is important as more new areas are gazetted as paid parking zones, including the expansion of operations into SPS in line with urban growth and the increasing number of bays that need to be monitored.”
To address manpower constraints and widen enforcement coverage, MBSP said it was now focusing on technology-driven and digital system approaches, added Mohd Ibrahim.
“The use of smart applications and digital systems will help strengthen the efficiency of monitoring operations and ensure that enforcement of traffic laws and parking management under MBSP can be carried out in a more comprehensive, transparent and effective manner.”
