MBSA introduces guideline on small-scale business renovations

SHAH Alam City Council (MBSA) has introduced a guideline on the use of temporary support structures and small-scale interior renovations for commercial and shopping centres.

The Guideline on the Use of Equivalent Plans for Temporary Building Permit Applications (Commercial Centres and Shopping Centres) will serve as an official reference for building owners, commercial and shopping centre operators.

In a statement, MBSA Corporate and Public Relations Department said the guideline was to facilitate applications by owners and tenants of business premises to ensure their plans complied with specified technical requirements.

The initiative is expected to benefit business operators through a more systematic and efficient application process, reduce repeated plan amendments, save time and costs in document preparation, offer faster and more consistent permit approvals as well as reduce overlaps in technical requirements.

“There has been an increase in applications for temporary building permits to MBSA, in this case for the construction of kiosks, temporary support structures, small-scale interior renovations and provision of additional facilities at business premises and shopping centres,” MBSA said.

“Previously, temporary building permit approvals only involved construction of awnings, partitions and party walls in business premises.

“Through this guideline, the scope has been expanded with the addition of new elements such as mezzanine floors in business premises and kiosks in malls.”

MBSA added that the initiative was also expected to increase the efficiency of technical reviews, streamline governance and regulation as well as support the use of its digital system.

MBSA said the guideline was the first of its kind to be introduced by a local authority in the country.

Shah Alam deputy mayor Safriah Md Adzhar launched the book prepared by MBSA’s Building Department at MBSA Convention Centre.

Also present were MBSA deputy secretary (management) Shahrin Ahmad, MBSA Building Department director Ismathinoon Abdul Rahman as well as MBSA councillors Datuk Emran Kadir, Tengku Ahmad Tengku Kasim and Zulnizam Shahrani.

The book, sold at RM200 a copy, will be available from Jan 2, 2026 at the Shah Alam Service Gateway, Ground Floor, Wisma MBSA.
