National interests trump Asean agenda

ASEAN will always maintain a policy of neutrality on the surface and navigate the increasingly treacherous reefs of geopolitics and geoeconomics that in recent years have become the focus of the 11-member grouping’s governments.

But members will interpret neutrality in ways that serve their own interests.
