THE enlarged Civil Aviation Authority of Malaysia (CAAM) will be empowered and financially independent as a merger with Mavcom gets under way.
Raising navigation fees is a way to increase its revenues but it will have to look at other revenue streams to be self-sufficient. But over the next two to three years, it will still be partially funded by the government.
