Brunei's Immigration raids uncover overstaying and labour offences

BANDAR SERI BEGAWAN: Immigration enforcement operations conducted by the Immigration and National Registration Department (INRD) under the Ministry of Home Affairs have uncovered multiple immigration and labour-related offences at several locations nationwide.

The Law Enforcement Division carried out two separate Operasi Kakas targeting business premises in Mukim Berakas ‘B’ and rented houses in Mukim Liang.

During Operasi Kakas 11/2026, one foreign national was detained for further investigation after allegedly overstaying in Brunei Darussalam following the expiry of an immigration pass and working for an employer other than the original sponsor, offences under the Immigration Act, Chapter 17 and Immigration Regulations.

Meanwhile, Operasi Kakas 13/2026 saw 39 foreign nationals inspected at rented houses in Mukim Liang, resulting in the detention of three individuals.

One individual was suspected of overstaying after failing to produce valid travel documents, while two others were also unable to present original identification documents during inspection.

The department also conducted Operasi Kakas Bersepadu 12/2026 in collaboration with the Labour Department, targeting business premises in Mukim Kianggeh.

During the operation, 17 foreign workers were inspected and two employers were issued summons letters for further investigation and verification of documents involving three workers suspected of breaching employment conditions under the Immigration Regulations.

The Labour Department, during the joint operation, detected offences under the Employment Order 2009 involving 10 companies.

Among the violations identified were failure to provide written contracts of service, non-payment of overtime, unlawful salary deductions, failure to provide rest days, excessive working hours, failure to grant public holiday and annual leave entitlements, failure to provide first aid equipment, and employing foreign workers without valid licences or breaching conditions of foreign worker licences.
