HANOI: The Vietnamese government has issued a decree to establish a state financial fund outside the state budget, aimed at supporting defence diplomacy and policy implementation, Vietnam News Agency reported Thursday (Sept 4).

It is tasked with mobilising and managing financial contributions and material donations from individuals and organisations to support activities where public funding is limited or insufficient.

The fund, operating under the Ministry of National Defence, will function as an extra-budgetary financial entity with legal status.

It will also support disaster relief, rescue efforts, the preservation of cultural and historical sites related to national revolutions, and international assistance, the state-owned media reported. - Xinhua
