Pushing for reform in animal welfare governance

THE tragic case of Rocky the dog in Klang recently is yet another painful reminder that animal cruelty in Malaysia is not a peripheral issue. It is a national indictment of a system that has repeatedly failed to prevent suffering, enforce accountability and protect the vulnerable.

Above all, it is another data point in a pattern of systemic failures that continue to lead to predictable outcomes of failed governance, absence of justice, short-sighted stray population management, errors in public education and disconnected inter-agency coordination.
