THE sight of tow trucks patrolling our streets has become increasingly common in many municipalities. While no reasonable person disputes the need for parking regulations and the importance of keeping roads clear, one cannot help but wonder whether some local councils have inadvertently transformed parking enforcement into a lucrative business model at the expense of ordinary citizens.
