THE Consumers’ Association of Penang (CAP) welcomes some segments of the recently announced 13th Malaysia Plan (2026-2030), such as those addressing issues like stagnated wages, affordable housing, transportation, healthcare, and food sustainability.
While the plan is commendable for aiming to improve the lives of the B40 (lower income) and M40 (middle income) groups, the government must closely monitor expenditures to prevent leakages.
