Why is the DLP so very problematic?

IN 2003, 21 years ago, the government implemented the Teaching and Learning of Science and Mathematics in the English Language policy.

This programme had its obstacles and challenges and was eventually replaced in 2016 by the Dual Language Programme (DLP) offering the option of teaching and learning Science and Mathematics in English. This also seems to continuously face challenges and obstacles.
