Can a voluntary progressive wage system work?

I REFER to the progressive wage policy proposed by Economy Minister Rafizi Ramli that has been by described by Prime Minister Datuk Seri Anwar Ibrahim as voluntary in nature, based on incentives and linked to productivity.
