Irritated over smoking patrons

I WAS with my family in this air-conditioned restaurant where practically at all tables smokers were puffing away even though there was a sign saying No Smoking Allowed.  

It really irritated us, and when we spoke to the restaurant owner, she agreed that they could not smoke, but then they were her customers and she did not want to offend them.  

If we were to tell them, it might end up in a fight; so could the enforcement unit please swing into action?  

We need to reinforce the above rule as people just do not care and smoke away in air-conditioned shopping centres, arcades, restaurants, clubs, buses, etc. 

We also need to consider banning smoking while driving as driving with one hand could prove dangerous in an emergency.
