Passport delay for those overseas

I read on Star Online of the attempts of our new Prime Minister to improve the efficiency of the Immigration Department. I would like to bring to his attention the even longer delays Malaysians overseas face when we have to renew our passport.  

My passport expired in early January. One month before it expired, I called and wrote to our embassy in Canberra for a form. This I received only five weeks later and after several more interstate calls. (I am told the Consular section there is extremely short-staffed, hence the long delay in sending me the form.)
