A POTENTIAL bank robber is not going to stop and think twice before robbing a bank just because a guilty bank robber has been publicly flogged or hanged. Similarly, a potential rapist is not going to be deterred just by hearing about or witnessing another rapist being flogged publicly.
None of us, when we walk out of our house, would think that we would be involved in an accident, so too a criminal would never think that he would be caught for his crimes.
