Perplexed by charge at Haadyai border

A FEW weeks ago I travelled from Penang to Haadyai, Thailand, by van. The trip was booked through a local tour agency. 

At the border, I was asked by the van driver to pay RM2, which he claimed was some sort of “border charge’’. I had to pay the same amount on the return trip as well.
