THERE are two tigers on a mountain in Penang and it is no secret that one of them is the Chief Minister and the other is the former chief minister.

Chow Kon Yeow and his predecessor Lim Guan Eng have been circling each other in a rather hostile fashion, with one creature appearing fiercer than the other.
