Philippines president congratulates journalist Ressa on Nobel Prize

MANILA (Reuters) - Philippines President Rodrigo Duterte's office on Monday congratulated journalist Maria Ressa for winning the Nobel Peace Prize, calling it "a victory for a Filipina" for which it was happy to see.
