THE committee investigating the Nicoll Highway collapse has sprung a surprise report on the “glaring and critical shortcomings” of the construction work on the Circle Line MRT site – even before the conclusion of its inquiry.
It was issuing an interim report, said chairman Richard Magnus in a letter to Manpower Minister Ng Eng Hen dated Sept 3 to raise the red flag on the other ongoing deep excavation sites in case they had similar shortcomings.
